  • Introduction to Rhode Island
    For out-of-state developers and investors Terra Firma provides a comprehensive introduction to the Rhode Island regulatory climate impacting investment and development. Consultations focus on key decision-makers, the permitting and approval process at the state and local level, environmental regulations, Brownfields programs, state economic development incentives, historic tax credits, and municipal economic development and tax abatement incentives.

  • Feasibility Studies
    To its knowledge, Terra Firma is the only firm providing "one stop shopping" for feasibility studies in Rhode Island. Depending on the individual needs of the client and the specific property, this feasibility report will include a survey, wetlands analysis, zoning analysis, appraisal, highest and best use determination, and environmental assessment, all designed to allow a prospective investor or developer to determine the viability of pursuing a particular project.

  • Project Team Development
    Terra Firma can assist an investor group or owner in selecting and assembling a project team which will not only have the special expertise required for a particular project, but which will also have the necessary credibility before the specific governmental regulators involved, in order to facilitate productive interaction with regulatory authorities overseeing the project.

  • Rhode Island Representation
    Terra Firma can act as the Rhode Island representative of out-of-state developers and investors on all non-legal matters pertaining to the project. These services include assisting owners in arranging and coordinating activities in the State, acting as the liaison between owners and state and local officials, arranging and participating in meetings with state and local officials, participating in development planning meetings with the owner and its representatives, introductions to, and liaison with, local lenders, and providing updates to the owner on legislation and regulatory matters which could impact the development project.

  • Development Management Services
    Terra Firma provides development management services for institutional clients and investor groups, providing consulting services from project inception through issuance of a certificate of occupancy. Pre-construction services include selecting and assembling a project team, assisting the owner in establishing a development program and development plan, supervising due diligence activities, assisting in development of a project budget and project schedule, reviewing contractor's pre-construction costs and schedules and assisting the owner in achieving compatibility with the owner's budget and schedule, and coordinating permitting activities with the owner's legal counsel and engineers. Construction and post-construction activities include coordinating implementation and execution of the project, scheduling and facilitating project team meetings, providing monthly reports on project financing, scheduling and project progress, providing construction management services through an experienced owner's representative, administering the project to assist the owner in meeting project specifications, budget and schedule, reviewing punch list items as the owners representative, and ensuring the owner receives all required post-construction documentation, such as as-built plans, warranties and certificates.

  • Lender/Trustee Advisory Services
    Terra Firma can assist lenders and trustees who have acquired ownership of real property, or who may be considering acquiring ownership of real property, to evaluate the condition of the property, particularly if environmental impact is known or suspected, and to determine the highest and best use of the property, as well as to develop a management or disposition strategy for a particular property.

  • Condominium Conversions
    Terra Firma is the only consulting firm in the Rhode Island market providing "one stop" services for condominium conversions, including analysis of whether a conversion is feasible, and if feasible, arranging for the necessary surveying, engineering, title, legal and appraisal services to prepare condominium plats and plans and documentation necessary for sale of the individual units.
